I meet the minumum requirements for debt to income and credit score to qualify but made a mistake with my checking account and it caused me to get NSF charges. Will this keep a person from qualifying for an FHA loan?

It shouldn't. I would have to show up on your credit report to affect you chances... and most likely the only for that to happen would be to not put more money in your account and the NSF charges are charged off and reported by the bank to a credit agency. Most banks won't bother as long as you cover the charges.
