No income.....no loan. It's as simple as that.
How did you plan to pay it back?
If you do rob a bank, don't expect to get much. You're better off to defraud the bank. More money and less jail time. But don't forget to report this income to the IRS or you'll be doing time for Tax Evasion.
Yes proceeds of crime is considered income for tax purposes.

How will you pay it back if you don't work?

First rob the bank. Then deposit the money in another bank. Be sure to steal a lot so you earn a lot of interest. The withdraw the stolen cash, un-rob the bank so you can clear your conscience. Take 10% of the interest and give to a charity, for ummm.. karmic realignment, or something like that. Then you are home free!
Or just get a job.

It really depends what you want the loan for. If it's for an accommodation deposit the housing department will point you in the right direction for instance. Money can be deducted from benefits to pay off some debts I understand. I am sorry to hear of your problem but borrowing money is not the answer unless its for a shelter over your head. If it's for some other very genuine reason talk to Citizens Advice Bureau.
